The girl was driving a silver Toyota Carolla away from Dinnington towards Todwick, in South Yorkshire, when the car left Todwick Road, police said.
Both she and a 17-year-old boy, who was a passenger, were pronounced dead at the scene.
An 18-year-old man, who was also in the car, was taken to hospital, were he remains in a critical condition.
South Yorkshire Police said officers want to speak to witnesses and have set up a portal for people to share footage of the crash.
Sergeant John Taylor said: "Our thoughts remain with the families of those who have died, and the man seriously injured.
"We are working to ascertain the circumstances and are keen to speak to anyone who believes they can help.
"Footage can be shared directly with us through our portal.
"If you saw the vehicle prior to the collision, we'd like to hear from you."
